In 2011, the average monthly income of front-line migrant workers in the clothing industry was 4,000 yuan.

Recently, the State Council has approved the "Plan for the Promotion of Employment (2011-2015)". China has proposed that the average wage of the minimum wage during the "12th Five-Year Plan" period will increase by more than 13% per year. From the actual situation of Shishi City in the first year of the “12th Five-Year Plan” period, the income growth of employees in Shishi City is much higher than the average annual growth rate required by the state.

According to the Shishi City's second national economic census data, the total number of employees in the second and third industries in the city is 368,700, of which the growth of the income level of front-line migrant workers in the clothing industry is most typical. Migrant workers are the largest number of the largest force in Shishi industry. Shishi migrant workers mainly gather in the garment manufacturing industry of labor-intensive industries. The Shishi manufacturing industry employs more than 170,000 people, of which about 100,000 people are concentrated in the industrial industries of clothing and footwear. A large number of migrant workers work in first-line production jobs.

According to the information provided by Shishi Garment Enterprises, in the Shishi garment manufacturing industry, the monthly income level of the first-line migrant workers was spindle-shaped last year, and the income level of 3500-4500 yuan/month accounted for about 80%, and the following 3000 yuan and 5000 yuan. The above-mentioned monthly income of the first-line migrant workers accounted for about 10%. Last year, Shishi City's minimum wage was 950 yuan/month, and Shishi's first-line migrant workers' monthly income (at 3,500 yuan/month) was more than twice the minimum wage standard. This year, if Shishi's minimum wage rate is raised by 15%, it will only reach the level of 1,100 yuan/month, which is still far from the actual income level of migrant workers working in the front line.

In Shishi garment enterprises, the “Wage Collective Negotiation System” has been widely implemented. This system has played an active role in setting up the migrant workers' income growth mechanism. Shishi City, a clothing company has now started construction, the company's labor price coordination group has reached a factory with the "work price agreement." The members of the work price coordination group are composed of old employees and key employees, who are very knowledgeable about the various aspects and characteristics of the clothing production of the company. After the company has just started construction, the “Guiding Group on Costs” has conducted research on this year’s clothing style and production difficulty characteristics, worked out the wage schedule for each link on the assembly line, and has been approved by front-line employees before negotiating with the business owner. The final wage standard was finalized and announced. It is understood that the labor price has increased by 15-20% compared with last year.

As Shishi garment industry generally implements the “piece-based compensation system,” “work price” is the basis for the income of front-line migrant workers. In the same type of work, the level of monthly income of employees with different levels of proficiency is quite different, and the difference between high and low levels is about one time. It can be expected that the income level of Shishi migrant workers this year will be substantially increased on the basis of last year, and the gap with the minimum wage standard will be even more disparity. The substantial increase in the income level of Shishi migrant workers will play a positive and positive role in alleviating the “work shortage” of the industry.
