For partnerships or organizations that create employment opportunities, the loan limit can be up to 50,000 yuan per person, with a maximum of 500,000 yuan for the group. Loans longer than two years may be extended by an additional two years, and the interest is fully subsidized by the financial sector. Furthermore, small enterprises that employ a significant number of laborers—such as at least 30% of their workforce being from eligible groups—can also access these loans. The loan amount is determined based on the number of employees, with a cap of 2 million yuan and a term of no more than two years. The government provides a 50% discount on the benchmark interest rate, though no subsidies are offered during the exhibition period. Financial institutions, investment agencies, and intermediaries are encouraged to provide tailored financing services to SMEs. Additionally, there are rewards for banks offering small secured loans to laid-off workers, following local government guidelines. A one-time entrepreneurial subsidy of 4,000 yuan is available for first-time self-employment among registered unemployed individuals, military retirees, zero-employment family members, low-income households, and recent college graduates. Those who operate their business for over a year after obtaining their license can receive this subsidy. Self-employed individuals who meet flexible employment criteria are eligible for social insurance subsidies for up to three years. Unemployed individuals who start a business while receiving unemployment benefits can also get a lump sum payment for their unemployment insurance premiums. Entrepreneurship project recommendations from designated institutions come with a one-time subsidy for each individual recommended, including unemployed persons, zero-employment family members, and disabled individuals. Those who complete entrepreneurship training and obtain a certificate can be recognized as entrepreneurial leaders and receive social insurance subsidies. Enterprises recognized at the provincial or municipal level that hire the unemployed are also eligible for similar benefits. Finally, entrepreneurs who lease business premises and hire urban unemployed individuals, recent graduates, or people from low-income or disabled families can receive rent subsidies. The monthly rent subsidy is 100 yuan per person, with an annual maximum of 3,000 yuan. This helps reduce the initial costs of starting a business and supports long-term economic growth.
