Laid-off workers who take advantage of small secured loans may also be eligible for rewards based on local government regulations. New self-employed individuals, including registered unemployed persons, military retirees, zero-employment family members, low-income households, and recent college graduates, can receive a one-time subsidy of 4,000 yuan upon starting their first business. If they operate for over a year, they may qualify for an additional one-time startup grant. Self-employed individuals who meet flexible employment criteria can receive social insurance subsidies for up to three years. Unemployed individuals who start a business while receiving unemployment benefits will have their unemployment insurance premiums paid in full by the government. Entrepreneurship project recommendation institutions that suggest viable ventures to eligible individuals can receive a one-time subsidy per person recommended, particularly for those from disadvantaged backgrounds. Those who complete entrepreneurship training and obtain a certificate may be recognized as entrepreneurial leaders and receive social insurance subsidies. Enterprises led by successful entrepreneurs may also qualify for subsidies when hiring unemployed individuals. Finally, entrepreneurs who rent business premises and hire urban registered unemployed individuals, recent graduates, low-income families, or disabled people can receive a monthly rent subsidy of 100 yuan per person, with an annual cap of 3,000 yuan. This helps reduce the initial costs of starting a business.
