Temporary anti-dumping will be implemented on imported pulp

Recently, the Ministry of Commerce issued an announcement No. 75 this year and decided to implement temporary anti-dumping measures against imported pulp originating in the United States, Canada, and Brazil. From November 7 onwards, importers should provide customs with corresponding security deposits.

According to the preliminary ruling of the anti-dumping investigation issued by the Ministry of Commerce, the Ministry of Commerce initially determined that during the investigation period of this case, there was dumping of imported pulp products originating in the above three countries, among which the dumping margin of US companies was 18.7-29.8%, and the dumping margin of Canadian companies was 0.7- 50.9%, Brazilian companies dumped 6.8-49.4%. China's domestic pulp industry has suffered substantial damage, and there is a causal relationship between dumping and substantial damage.

According to the Ministry of Commerce, when importing the above-mentioned sources, the import operator should provide a corresponding deposit to the Chinese Customs on the basis of the margin rate determined by the preliminary decision.

The products involved in this anti-dumping investigation are classified in the "Import and Export Tariff of the People's Republic of China", 47032100, 47061000 and 47063000, and are mainly used for the production of viscose fibers (such as viscose staple fibers and viscose filaments) and other chemical fibers (excluding acetic acid fiber).

The Ministry of Commerce announced on February 6 this year that anti-dumping investigations were initiated against imported pulp products from the United States, Canada, and Brazil.
