Significant achievements in the transfer of textile industry in Heilongjiang Province

According to the data from the Heilongjiang Provincial Industrial and Information Technology Committee, in recent years, the textile industry in Heilongjiang Province has gradually emerged from the low-lying state and entered a rapid development track. In 2010, the enterprises above designated size realized a 19.1% increase in main business revenue, an increase of 43.2% in 2011, and an increase of 41.4% in the first quarter of this year. The main reason is that the investment in fixed assets has increased substantially, and the effect of undertaking industrial transfer has been significant. In 2010, the fixed assets investment of 500,000 yuan or more in the textile industry was 2.19 billion yuan, up 69.6% year-on-year; in 2011, the fixed-asset investment was 2.89 billion yuan, up 82.8% year-on-year.

A group of strategic investors entered. The advantageous conditions of resources, geopolitics, markets, and major production factors in Heilongjiang Province continue to stand out, attracting a large number of investors and becoming a hot spot for investment in the textile industry. Dalian Sante Garments Co., Ltd. and Bolt Garment Co., Ltd. (Israel) invested 3 billion yuan to build a textile and apparel industrial park in Hailun, and Beijing Tianya Group invested 1.5 billion yuan to build a linen business park in Lanxi. Haining Leather City invested 2 billion yuan. Yuan is building a leather garment trading city and a leather garment creative industry park in Harbin.

A group of state-owned enterprises successfully transformed. State-owned enterprises have achieved remarkable results in reforms. A number of state-owned enterprises such as Keshan Jinding Linen, Qiqihar Jinya Linen, Cangzhou Furong Linen, and Wuchangyuanbao Linen have successfully achieved restructuring. Harbin Linen Factory has introduced Taiwanese capital to carry out relocation and reconstruction in other places. Jiamusi blanket factory has introduced Zhejiang-funded enterprises. To build a production line with an annual output of 10 million raschel blankets, Heilongjiang Longdi Group will introduce private capital in the province to recover the production capacity of polyester filaments.

A number of key projects were launched. The development of the textile industry is full of stamina. Keshan Jinding flax invested 130 million yuan to build a production line of fine spinning 20,000 spindles and wet spinning yarn 1450 tons, Lanxi greenland flax investment 110 million yuan to build 500,000 sets of thermostatic linen cushion production line, Bei An Xiang Long Hanma fabric investment 3.2 Billion to build 10,000 spindles of wet hemp, 726 million meters of hemp, and 3.36 million integrated processing lines of hemp and linen, 370 million yuan to invest in Yichun and 200,000 yuan to build a 200,000 spindle spinning line, and 160 million yuan to be invested in Heilongjiang Difeng Polyester. Yuan Construction 80,000 tons of short silk production line, Magnolia Lanyi Investment 120 million yuan to build a 1.25 million square meters of carpet doormat production line, Heihe Snow White Fur invest 120 million yuan to build 250,000 fur and leather garment production lines.

A number of industrial clusters competed for development. Lanxi County aims to build China's flax city, strive to build cultivation, processing, weaving, training bases, and R&D, inspection, transaction, and information centers, and build a linen business park. It is actively striving for the national textile industry to transfer pilot parks. The flax processing industry in the city of Qinggang has risen sharply. Qingfeng flax has invested 150 million yuan to build 10,000 flax wet spinning production lines that have been put into production. Heilongjiang Bohai Textile invested 200 million yuan to build 20,000 cotton and linen yarns and textile weaving production lines. The above projects are under intense construction. Wuyuan, Dongning's clothing exports to Russia, Yanshou, Sui-Leng, Helen's hemp, garments, and knitwear, Acheng's Fengtai Polyester industrial textiles and other textile industrial processing bases or industrial parks are rapidly developing.
